What causes baking soda and distilled vinegar?

Vinegar is acetic acid (an acid). Baking soda is sodium bicarbonate (a base).

When they react, the combination produces carbonic acid.

Carbonic acid is unstable and breaks down immediately producing carbon dioxide and water.

The bubbling is the carbon dioxide being released into the atmosphere.
